If the relative word is the subject or the
object in the following attributive clause,you'll have to use 'that' or 'which'.
e.g
What do you think of the reason that/which he told you just now?
[Being the
object in the clause,'that' or 'which' in the sentence above can be ommited.]
But it doesn't mean the word 'why' in the sentence offered by you can be replaced by 'that'.
You should have expressed yourself in this way:
That is why I'd like to tell you =That is the reason why I'd like to tell you.
