Report 和Alert无法连接

系统平台是windows 2003。现提示：Report无法连接（ip：x.x.x.x：1980）
Alert无法连接，无法从系统中心获得该对象的注册信息
Report 和Alert这两个服务是作什么用途的？该怎么解决呢？

用户系统信息：Mozilla/5.0 (compatible; MSIE 9.0; Windows NT 6.1; Trident/5.0)
